What is Parivahan Sewa Portal?

The Parivahan portal operates under the VAHAN 4.0 framework for vehicle-related services, and Sarathi Parivahan for the driving-license-related services.

• The Vahan Parivahan website offers vehicle and permit-related services, including applying for a Registration Certificate (RC) or a duplicate RC, transferring RC ownership, renewing an RC, checking vehicle and owner details, applying for a High-Security Registration Plate (HSRP), paying road tax and traffic challans, and more.
• The services on the Parivahan Sarathi portal include applying for a Driving License (DL) or a duplicate DL, renewing a DL, and updating the address on your DL.

These two systems form the backbone of India's modernised digital transport system. You can access these services through the Parivahan website and the mParivahan mobile app by registering yourself as a user.

What is mParivahan App and is it Free to Use?

The mParivahan mobile app, also known as NextGen mParivahan app, is the official app of the Ministry of Road Transport and Highways in India. This app is free to download and use. mParivahan provides instant, hassle-free access to all transport-related services and digital documents, such as your driving license and vehicle registration certificate.

What are the Steps for Parivahan Registration?

To register for Parivahan online, follow the steps below.

1. Open parivahan.gov.in and click the 'Online Services' section at the top.

2. Click on 'Vehicle Related Services'

3. Select your State Name and RTO from the dropdown menu and then click on 'Proceed'

4. On the right side, click on the 'User Login' button

5. At the bottom, click on 'Register Now'

6. Enter all the required details, such as your full name, email ID, mobile number, password, address

7. Verify your identity using the OTP sent to your mobile phone and you will be registered on Parivahan

Vahan Parivahan: Vehicle-related Services on Parivahan

To access Parivahan vehicle-related services, you need to visit the Parivahan Sewa portal and click on vehicle-related services under the online tab. Through this portal, you can find the nearest RTO, check your RC status, check vehicle and owner details, and pay the road tax for your vehicle. Some of the major vehicle-related services are given below.

• Vehicle Registration

  You can apply online for vehicle registration, RC renewal, and issuance of a duplicate RC through the Parivahan website or the mParivahan mobile app.

• Change of Address

  According to the Motor Vehicles Act, 1988, the registered owner of the vehicle must apply for a 'change in address' in the vehicle's RC within 30 days of moving to a new address. You can apply for a change in address via the Parivahan Sewa portal or by visiting the local RTO using Form 33. Beyond 30 days, the vehicle owner will face late fee charges or delays in claim settlement in case of an accident.

• Duplicate RC

  If the original RC is lost/damaged/stolen, the registered vehicle owner can apply for a duplicate RC in Form 26. File an FIR if the RC is lost or stolen, and submit it online on the Parivahan portal along with other documents when applying for a duplicate RC. You do not have to file an FIR if the RC is damaged.

• Hypothecation Addition and Termination

  A trade certificate allows eligible businesses (such as manufacturers and dealers) to use unregistered vehicles for specific commercial purposes legally. This includes moving vehicles for repair purposes or transporting vehicles between manufacturing facilities. If the original trade certificate is lost/stolen/torn/destroyed, the business owner can apply for a duplicate trade certificate in Form 18. File an FIR if the original trade certificate is lost or stolen.

• Issue of Duplicate Trade Certificate

  A trade certificate allows eligible businesses (such as manufacturers and dealers) to use unregistered vehicles for specific commercial purposes legally. This includes moving vehicles for repair purposes or transporting vehicles between manufacturing facilities. If the original trade certificate is lost/stolen/torn/destroyed, the business owner can apply for a duplicate trade certificate in Form 18. File an FIR if the original trade certificate is lost or stolen.

• No Objection Certificate

  If you want to remove your vehicle from the centralised Parivahan database after surrendering your RC or selling your vehicle in another state, you must obtain an NOC from the registered RTO.

• Permanent Registration

  When you buy a new vehicle, you are allotted a temporary registration number, which is valid for up to 30 days from the date of vehicle delivery. However, you must apply for a permanent registration within 7 days of vehicle delivery (excluding travel time) to be able to drive legally on Indian roads.

• Reassignment of Registration Mark

  If you have moved to a different state and plan to live there for more than 12 months, you must apply for a new registration mark for your vehicle.

• Registration Display

  Your vehicle must display a valid High Security Registration Plate (HSRP) number plate at all times to avoid challans and penalties.

• Renewal of RC

  A vehicle's RC in India is valid for 20 years and must be renewed every 5 years post-expiry. However, in Delhi-NCR, the RC of a petrol vehicle expires after 15 years, and that of a diesel vehicle after 10 years, and cannot be renewed. For continued use of the vehicle in other states, you must apply for an RC renewal using Form 25 within 60 days before the RC expiry. If your vehicle passes the fitness test, the RC is renewed.

• Temporary Registration

  When you purchase a new vehicle, the car dealer assigns you a temporary RC which is valid for up to 30 days. You must apply for a permanent RC within 7-14 days of the vehicle delivery.

• Transfer of Ownership

  When you sell a vehicle or the registered vehicle owner dies, the vehicle's ownership needs to be transferred. The application must be submitted within 14 days of the vehicle transfer if it is within the same state and 45 days if it is in a different state.

• Fancy Number Plate

  A VIP/fancy number is a unique vehicle number of your choice, available for an additional fee. These numbers are allotted through an e-auction on the Parivahan Sewa portal. You can check the availability of a fancy number, such as '0001', '1111', etc. and participate in the auction on the Parivahan portal

• Fitness Certificate

  A valid fitness certificate indicates that your vehicle is meeting the required safety and environmental regulations and can be safely driven on roads. To obtain the certificate, examination of brakes, horns, lights, pollution certificate, steering, tyres, wipers, and speedometers is essential. You can easily schedule a vehicle inspection appointment to obtain your vehicle's fitness certificate through Parivahan.

Parivahan Sarathi Portal: Driving License-related Services

You can apply for a driving license online, check the status of pending challans, and pay challans online through the Parivahan Sarathi portal. Here are othe common driving-license-related services:

1. Addition of Class: You can apply for a new class of vehicle, such as a car or a motorcycle, in the DL after passing the test.

2. Duplicate DL: If you have lost your driving license or it is damaged, you can apply for a duplicate DL using Form 2 on the Parivahan Sarathi portal.

3. International Driving Permit: An IDP is a document that allows you to drive legally in selected foreign countries that recognise it. You must have a valid DL and an Indian passport to apply for an IDP online through Parivahan.Read more

4. Learner's license: You can apply for a learner's license online through Form 2, using the Parivahan Sarathi portal.

5. Driving License: After you have held the learner's license for at least 30 days, you are eligible to apply for a permanent driving license.

6. Renewal: You must apply for license renewal within 30 days of the expiry date. If the license has expired for more than 5 years, the renewal request must follow a process similar to that for obtaining a fresh license.Read more

Different Types of Transport Permits Issued by Parivahan

The Parivahan Sewa Portal also offers an online permit management system for commercial vehicles. A permit is a document issued by a State or Regional Transport Authority. It allows the use of a motor vehicle as a commercial vehicle under the Motor Vehicle Act. Here are some common types of permits issued by Parivahan.

How To Apply For a Permit Online?

To apply for a permit online through Parivahan, follow the steps below:

• Open parivahan.gov.in and click 'Permit Related Services' under the online tab.

• Choose your state and enter the vehicle registration number and the last five digits of the chassis number.

• Choose the permit type that you need and upload the required documents.

• Choose an online payment method to make the Parivahan permit online payment.

• Once issued, you can also download the permit by clicking the online permit download link.
